Biography


Doug Goodman, Ph.D. is a professor and a former director of the School of Public Administration within the College of Community Innovation and Education at the University of Central Florida. He earned his Ph.D. in Political Science from The University of Utah, specializing in Public Administration and American Government & Politics, with a focus on Public Management & Organizational Studies. He also holds a Master of Science in Political Science from The University of Utah and a Bachelor of Arts in Political Science from Brigham Young University.

Dr. Goodman has held significant administrative and academic positions, including Director of the School of Public Administration at UCF (August 2020-August 2025), Interim Chair of the Department of Legal Studies at UCF (2023-2024), and Program Head of Public & Nonprofit Management (2015-2018) at The University of Texas at Dallas. His academic journey includes tenured positions at Mississippi State University and The University of Texas at Dallas.

Dr. Goodman has teaches courses at the undergraduate and graduate levels. His teaching interests include Public Human Resource Management, Strategic Human Resource Management, Conflict Resolution and Mediation, and Introduction to Public Administration. His teaching excellence is recognized through numerous awards, including the Outstanding Graduate Professor Award from The University of Texas at Dallas and Outstanding Professor Awards at Mississippi State University.

Dr. Goodman’s publications include edited books, refereed journal articles, book chapters, and conference proceedings. His research interests span public administration, human resource management, organizational performance, and sustainability practices.

In addition to his academic contributions, Dr. Goodman is actively involved in professional service, serving on editorial boards for several academic journals and holding leadership roles within the American Society for Public Administration, Southeastern Conference for Public Administration (President), and the Section for Personnel and Labor Relations (chair).

Dr. Goodman’s extensive experience, scholarly achievements, and dedication to public service make him a recognizable figure in the field of public administration.

Research


Dr. Goodman's research focuses on Public Human Resource Management, Organization Behavior, Comparative Public Administration, and state and local government. He has three co-edited books, Texas: Yesterday and Today—Readings in Texas Politics and Public Policy (Revised edition) and Contested Landscape: The Politics of Wilderness in Utah and the West. Dr. Goodman’s research appears in journals such as the Public Administration Review, American Review of Public Administration, Public Administration, Review of Public Personnel Administration, Political Research Quarterly, Human Resource Development Quarterly, and Public Personnel Management. Dr. Goodman serves on the editorial boards of Public Administration Review, Journal of Public Affairs Education, Review of Public Personnel Administration, and Public Personnel Management.

Dr. Goodman has served on executive boards for national and regional professional associations, including the Executive Board for the Southeastern Conference for Public Administration (SECoPA) and ASPA's Section on Personnel and Labor Relations where he served as the Section Chair from 2016-2018. He serves on the editorial boards for Review of Public Personnel Administration (associate editor 2013-2017), Journal of Public Affairs Education, Public Administration Review, and Public Personnel Management. He has been on sight visit teams for NASPAA, conference committees for regional and national conferences, and reviews number manuscripts each year.
