Biography
Dr. Evelyn Rodriguez-Plesa is an Assistant Professor in the School of Public Administration at the University of Central Florida (UCF). Prior to her role at UCF, she served as an Assistant Professor at North Carolina Central University (NCCU) for four years. Her research interests include public management, government contracting, local government administration, and human resources management. Her most recent research has been published in Public Administration Review, Review of Public Personnel Administration, International Journal of Public Administration, and the Journal of Cleaner Production.
Prior to her role at UCF and NCCU, she served in local government for over 10 years with the City of Sunny Isles Beach (FL), and the U.S. Army Reserves for 8 years. During her military service, she was deployed to the Horn of Africa under Operation Enduring Freedom and participated in missions to the Dominican Republic and Honduras.
Dr. Rodriguez-Plesa currently serves on the International City/County Management Association's (ICMA) Graduate Education Committee. Additionally, she is an advisory board member for NIGP: The Institute for Public Procurement's Center for the Advancement of Research and Excellence. She is also an Associate Editor for Public Administration Quarterly.
Dr. Rodriguez-Plesa is the proud recipient of Public Administration Review's 2025 William E. Mosher and Frederick C. Mosher Award for best article written by an academic and the Academy of Management Public and Nonprofit Division's 2025 Best Article Award Honorable Mention.
