Biography

Lawrence L. Martin is Professor of Public Affairs (Emeritus) at the University of Central Florida in Orlando. He holds a Ph.D. degree in political science and a Master’s degree in social work (MSW), both from Arizona State University. He also holds a Master’s degree in business administration (MBA) from the Thunderbird School of Global Management. He previously taught at Arizona State University, Florida Atlantic University and Columbia University. Prior to his academic career, Dr Martin worked for state and local governments in his home state of Arizona.

He has served as an advisor to several national and international nonprofit organizations including: the National American Red Cross (Washington, DC), the National Institute of Governmental Purchasing, the National Network for Social Work Managers, the Urban Institute, the World Bank, Save-the-Children (United Kingdom and Mongolia), and ACTIF (France) as well as numerous nonprofit organizations serving: states, counties, cities and local communities. He has served on the boards of directors of several nonprofit organizations.

He has published 51 books and over 150 professional articles and book chapters on such topics as: financial management, performance measurement, service contracting, public private partnerships (P3s), and state and local government. His latest book is Designing and Managing Programs: An Effectiveness-Based Approach (6th Edition), Sage Publications, 2023.
