Overview

The Graduate Certificate in Public Budgeting and Finance provides advanced graduate study for students seeking careers in budgeting and finance in the public sector. The increasing scope and complexity of budgeting and finance in local, state and federal government have heightened the already vital importance of these disciplines within the field of public administration.

Curriculum

The Graduate Certificate in Public Budgeting and Finance requires 18 credit hours beyond the bachelor’s degree, including four core courses, listed below, and two electives. Upon completion of the certificate, students will be prepared to receive the Certified Government Finance Officer designation from the Florida Government Finance Officers Association.

This course covers financial management functions in local government, such as accounting, fund structures, debt and case management, and financial reporting.
Prerequisites: PAD 6227 and PAD 6700
Offered in fall and spring
This course covers budgets as planning programming documents, stressing the relationships of policy and budgetary decisions, problems in grantsmanship and revenue decision making, program budgeting and incrementalism.
Offered in fall and spring
This course covers the economic concepts, relationships, and methods of analysis that are relevant for public sector management decisions and policy analysis.
Offered in fall, spring and summer
This course covers the political and economic aspects of tax administration, tax policy and fundamentals of tax legislations with emphasis on state and local government.

Admissions and Advising

Prospective students seeking enrollment in the Graduate Certificate in Public Budgeting and Finance should submit the following for consideration:

  • An official, sealed transcript of each college or university attended, showing a GPA of 2.5 or better
  • A current resume
  • A goal statement, no longer than two pages, addressing the following:
    • What is your reason for pursuing this certificate and how does it fit into your future goals and plans?
    • What specific areas of public budgeting interest you?
    • What previous work experience do you have in the field?
